I am hoping to create a bubble chart with hierarchical groups and categories on the y and x axis respectively. Is this possible with the xamChart, or the regular infragistics .net chart?

i'm not sure how to visualize this as a chart; it looks like you are plotting the presence of a datapoint in certain categories, as a boolean? or are there two distinct sizes of bubble?
a grid seems like a good way of visualizing this information, but maybe if you have something else in mind you can create a mock-up image or describe it in more detail.
I hope this makes more sense than the html. The image below depicts a basic bubble chart. However, I have hierarchical categories on both axis which will define the x and y of each bubble. The diameter of each bubble is defined by a third value, as in any standard bubble chart.
Note that the bubbles should be centered on the middle of the cells they belong to. However, they may grow outside of their cell area and are not restricted by the bounds of the cell. I could not tweak the image as such but I hope that it makes more sense.
i see. very little of this behavior is available as features of the xamChart, only the standard bubble chart with one set of non-hierarchical axis labels is possible. it might be possible to create this in a WPF application, but I don't think the chart can be used to render the hierarchical axis labels.
I decided to go with an UltraGrid as it lets me create the axes and draw the bubbles I need using GDI+.
Thanks for the definitive answer on the capabilities of the xamChart!
