I am looking for a way to set the image of the Commands associated with a MdiWindowListTool: Cascade, Tile Horizontal, etc. There does not seem to be a direct way to do this.

There doesn't seem to be an easy way to do this. You can try using a draw filter, but it also doesn't seem like its easy to determine which item the element is drawning. I would recommend submitting a feature request for this: http://devcenter.infragistics.com/Protected/RequestFeature.aspx.
Did this feature request every get submitted or even better implemented?
No, I do not believe this has been implemented yet. I have forwarded this post to the Developer Support Manager and a DS engineer will be submitting a feature request on your behalf.
