The Polar chart has "0" starting from East. For dip/azimuth display I would like to see if I can use this chart component can be rotated 90 degrees.
This is, unfortunately, not customizable in the current version of the chart. You may be able to work aroung by offsetting your angle values by the appropriate amount and then modifying the angle labels as they are rendering, see: http://community.infragistics.com/forums/p/5990/27117.aspx#27117
Otherwise, you could make a feature request, and maybe we can offer this functionality in the future.
