In the user guide for Desktop, it mentions that "Share" option should be available on the action menu on a dashboard.
The only options I see are Add to Favourites / Tag / Rename / Remove.

What type of subscription do you have? If you have ReportPlus Server (Enterprise) subscription you won't be able to share dashboards. Sharing is available only with cloud subscription, then you will be able to share dashboards with other cloud subscribers. You can share a dashboard with enterprise license if you save it in under the "Enterprise" folder. This way it will be accessible by all users at your organization depending on their permissions.

One more question - if I create a dashboard in iPad, do I need to create it under a specific folder. There is no pre-created "Enterprise" folder in the iPad app.

Thanks Dylan. I found the log file which indicates the following error:
Message : The remote server returned an error: (401) Unauthorized.
Where should I send the log file to?
you should be able to upload the log file here by going to the "Options" tab and attach the file.

Looking at the log files, it seems you have some issues connecting to the domain. The machine you run the app should be in the domain and you have to be logged with your domain user and password. You have to be connected to the corporate network or use a VPN. Have you changed your password recently?
I connected to the VPN and created a few dashboards - still not sync'ing. Log file still giving the same error:
