I am using UltraWebToolbar in my ASP.Net project, and I have the following problems when I run the project on IE10 with compatibility mode off.
I am using 'Infragistics4.WebUI.UltraWebToolbar.v10.3'.
Is it just that I have to get the latest version, or that there is something I have to do in my project?

I tested this and it works fine for me, so what you could do is to try with the latest service release of v10.3 of our controls or the trial version of NetAdvantage 13.1 and see if they resolve the issue.

Thanks for checking with me. I ended up with using a different approach for the tool bar menu because of the following reasons:
1) UltraWebToolbar is retired in the later version and we have to replace it with other controls anyways
2) Our system design/maintenance reasons.
